No i did attached the code of conduct. She even confirmed the name of my consultant , i dont know why she was not satisified. There is no such information that i I didn’t disclose.
Did you fill out the details of your consultant in your application and declare that you were using a consultant? If you filled out all the forms correctly and submitted the MPNP application with your consultants information and indicated that you were using a consultant then you are fine and can just submit proof of your original submission but it doesn’t sound like this was the case. IRCC can figure out what consultant you may have used in a variety of ways.

Would suggest hiring a lawyer to reply to give you the best shot of salvaging your PR application.

So we were on call and officer asked if i got help from any representative services and i said yes , she asked me the name but I didn’t say the full name all the remember the last name of my consultant as i was nervous. Then she said did you paid them and i said yes. But she didn’t seem satisfy i dnt know why . She said but why i doesn’t say in your application even though she already knew the name of my consultant. As i am pretty sure we attached the code of conduct in relation to representative while submitting my file.
You should have specified in the app, not when officer asked for it.

Doesn’t matter. You were required to declare in the application that you were using a lawyer or consultant. There are specific parts of the application that you didn’t fill out of didn’t fill out correctly. IRCC likely realized you had used a consultant/lawyer and was trying to figure out whether they were correct and that you had used a consultant. VO wasn’t satisfied because you had not filled out that you were using a consultant and their information in your application.

Dear Sukhneet Kaur -:
This letter is in reference to your application for nomination by the Manitoba Provincial Nominee Program (MPNP) received on October 27, 2021.
In your online application, it appears that you are working with an immigration representative but the person was not officially declared or authorized to act on your behalf.
According to the MPNP website:
“If you choose to hire a representative, he or she must be authorized according to the MPNP Code of Conduct, which you, the client, must also sign.
A program officer spoke to you on December 21, 2021. When asked, if you are using the services of a representative, you confirmed that you paid a representative to assist you with your application. The officer asked the name of the representative and you confirmed the representative’s name as Bhagwant Singh Batt.
Failure to declare an immigration representative or recruiter in connection with an MPNP application may result in a refusal of your application. Based on information gathered during the assessment of your application, it appears that you have withheld information and the MPNP is not satisfied that the application was prepared without the help of an undisclosed immigration representative.
Application guidelines that can be found on www.immigratemanitoba.com clearly indicate that the Manitoba Provincial Nominee Program (MPNP) may not approve an application if the program officer is not satisfied that the applicant meets the MPNP criteria and/or has provided truthful, complete and correct information in support of their MPNP application.
Before a decision is made in your case, we are providing you with the opportunity to comment on the above concerns and provide any additional documentation. Please make sure these are scanned in either PDF or JPEG format with a minimum of 300 DPI resolution in colour and each file must be less than 2MB each. Kindly upload these documents to your

So many reps are always the cause of their clients problems. He should have known what to do if usually he is a good one.
Get a good lawyer to help you prepare your response.
The officer have given you a second chance to correct this error. Don't waste it.

I was given 2 different PFL during my MPNP and with help of a lawyer I scaled through.
Just do the right thing and you will be fine.
