My husband is a pr holder. I am an Indian citizen, we have not started our spousal sponsorship yet, but I'd like to visit him for my 3rd wedding anniversary. We got married in 2019 and after few months he left to Canada, we haven't met since then. If I mention this as a reason will I be able to get TRV.

Note: I tried to visit him back in 2018 before our wedding, my trv was rejected twice stating, "I don't have ties back in home country"

It will be difficult because you have been married for 3 years and have yet to file for spousal sponsorship. You would have had spousal sponsorship by now. Also you have two refusals. VOs will think you will file inland once you arrive and not leave. You can try with:
- strong ties: job, properties, investments
- travel history
- funds
- essential travel reason
