AOR 2021 VO Changed?

Feb 2021 AOR FSW Outland.
I called last week and got to know my VO has changed from CIO to home country local VO. Why is that? I am so curious!!!!

No one can tell you for certain. You need to get your GCMS notes. File transfers happen often for a variety of reasons.
