I don’t understand why there’s any confusion. On the canada.ca site 11-2018 states that it’s for sponsorship applicants and refuges. 06-2019 is for other streams.
Yes I do understand; it clearly states, Use only for Sponsorship or Refugee however that form number is eIMM 5669 and the other one is IMM 5669. IRCC needs to be clear
In the email that I received from Warsaw they called it just “Schedule A form” and provided the link to the 11-2018 version. I guess that’s why I didn’t face the doubts.

Good evening friends. I was wondering about Covid vaccination requirements for our spouses to enter Canada. Particularly for Accra VO applicants. Where would we obtain trustworthy and acceptable vaccinations in Lagos?
Check the list of acceptable vaccines in Canada and see which is available in Nigeria. Age 18+ must now be fully vaccinated to enter Canada

As I understood there are exemptions for certain groups of travelers. I believe for now you’re still allowed to travel with any kind of vaccine. This aspect of traveling makes me so anxious because when I choose options on “Find out if you can travel to Canada” it always says “you will likely be allowed” but there’s no certainty. I would feel less pressured if I had an approved by Canada vaccine, but I don’t. Australia has just approved Sputnik V, hopefully Canada will follow…
Unfortunately that's just the terminology they use - because (in theory) they can choose otherwise at the border. In practice for those that truthfully meet the criteria, it's really rare they decide otherwise at border.
