Conjugal Sponsorship

I wanted to ask about the Conjugal Sponsorship. I am living in Canada and my partner is in Philippines. He is legally married and annulment is on going.
I went to see an immigration consultant earlier and she advised me of the low chances of this program in getting him approved. It has been like 3 yrs since my partner is unemployed, and if we will apply the conjugal partnership she said it might be denied due to the fact that he isnt working at all. Need your thoughts. Thank you

Employment not formally linked if you can support. Conjugal may be slower than married, but if you don't have that option, then what choice do you have? Apply as conjugal.
