Hmm well I did contact the Canadian office here and I was told not to apply for the visa until I had the girls certificates in hand. That needs to be processed first for proof of citizenship? You could be very well correct, that’s what I was advised so that’s what I ended up doing.
Unfortunately the verbal and direct info is not always the most reliable. That said, at least they gave you info that wasn't wrong in a way that would have got your app returned.

You said it took five months to get the citizenship certificates - when was that?

I applied in 2019 and got it Jan 2020 so just before the Pandemic. I agree sometimes varying advice is given.
I haven't heard many cases recently but all citizenship stuff delayed now, someone mentioned up to a year right now for the cit certificates for newborns. So not having to wait for the citizenship certificates is pretty important.

I don't know about the 'temp' passports' timing either, but I believe they're issued by consular staff in embassies and can be done on an urgent basis. (Urgent may mean something different for ircc staff but still faster than the citizenship process right now)

I’m in Australia and am a Canadian citizen and my twin girls were born here in Australia. My husband is Australian so my daughters are Canadian by birth, in order for you to apply for your husband’s visa your baby will 100% have to have his/her Canadian Citizenship Certificate. My girls took about 5 months to be issued. You will not be able to apply for your husbands visa until you do this first, The spousal visa is for non Canadian citizens only and your baby will be Canadian by birth.
But I applied for my husband last November and got pregnant afterwards unplanned of course so how can I change anything now? All it says is to notify them of any changes including the birth of a child .. so as soon as she's born I will need to notify them and then get her process going so she can enter Canada as well (my newborn)

That's what you should do. You may want to reach out to consular department of the embassy that does this for Bosnia (Vienna I think).

But advising them that you have had a child should not slow down or affect his spousal sponsorship; possible it might move things along a tiny bit.

Important, when you have had the child and have got the docs for your husband - that's the ideal time to ask them to do it on urgent basis, i.e. ask so that you can travel together.

That's citizenship by naturalisation, it means your daughter is a citizen (you can pass citizenship on).

So the issue is: Canadian citizens must enter Canada by their Canadian passport (or at least 'as' Canadian citizens). Although your daughter does not have any proof (yet) she is a Canadian citizen, that is separate from her 'acquiring' citizenship (she cannot acquire citizenship - she was born one, just doesn't have the docs).

Put differently: as the daughter of a Canadian-by-naturalisation, she is a presumed citizen. (This is not a legal term, my own phrasing for simplicity)

If she applies for an ETA, she will likely be refused - and it's important that you do not misrepresent / misstate anything on the ETA form. And with a Bosnian passport, she cannot board the flight without the ETA. In other words, she will need Canadian passport to board the flight to Canada.

This is why the proper approach is to apply for her citizenship and for a 'temporary' passport (basically temporary because it is issued in precisely such cases, where the applicant is a presumed citizen but hasn't received the citizenship documentation yet).

Note, I do not know - it may be possible for her to arrive at a land border eg through USA and for you to show the border guards the application for citizenship (i.e. tell them she is a Canadian citizen but hasn\t received the passport yet). At the border, the border guards will let anyone in whom they 'are satisfied is a citizen' into the country (although it's up to you to satisfy them). But it may not be practical for you to travel this way.
I'm sorry one last question just to be clear can my baby enter Canada once she gets her temporary passport ? Or will we have to wait until her proof of citizenship is ready as well? I'd of course apply for both right away.

Of course, that's the whole point. And I think for most purposes govt institutions will treat that passport as proof (even temporary) of citizenship.

You'll need to look into whether there will be waiting periods or what requirements for health care etc in your province.

You absolutely do NOT need your child's citizenship certificate to apply to sponsor your spouse. You do not even have to show proof that you've applied when you submit the application. They request you do but it explicitly says the application will not be returned if you don't show proof you've applied for the certificate.

Also it used to take 5 months but it seems to be a low priority thing for them right now and is 12+ months

Sorry I just wanted to ask so you think I should ask after my husbands visa has been stamped or how ever you say it into his passport following with the date he must enter Canada or do you think I should notify them and explain the situation as to why I'd like us all to travel together because I'm not sure that they can give an extension on when he would need to enter Canada after they already give him a date (from what I've heard) because I don't want my newborns temporary passport to not be completed by the time he needs to enter. We would all like to go together so I just am curious how I should go about that? And what could I say to make it urgent we all go together and get the process moving along faster. 1 reason for sure is her is our source of income so if he was to leave to Canada I don't know what I'd do espeically since he might not be able to find a job right away to support us here in Bosnia.
