I think the new portal is not for inland applicants, so you have to use GC key.

Hmm good question. I chose 'To visit as a tourist'. My BOWP is expiring mid Dec (another one is currently under process). My plan is to travel outside of Canada in Nov and and come back end of December. I applied as a tourist since if my BOWP isn't processed before I make my trip out of the country my implied status would be gone and I'd be just a visitor when I return. Inside Canada TRV applicants do not meet any of those conditions.
