not sure how that would work since federal employees fall under federal regulations... kind of like how airports were their own little thing during the pandemic. Don't get me wrong, I sincerely hope they resume in-person services... i just have been disappointed so much that I dont want to get my hopes up =/
If they lift all restrictions, this means that everyone will go back to office, and services will go back to normal with no appointments. This will have an effect on how things are conducted even by IRCC. They won't have a covid-19 excuse anymore, or health measures to follow. The only thing is that this plan is immature at the this stage. No one knows how things will turn. A new variant has been detected in UK, and cases are on the rise there. So, maybe there will be another year of lockdown? I am hoping not, but if the delta variant overwhelms the immune system even with vaccination, I can only imagine a descendent of the delta variant may evade the immune response altogether, at which point we need a new vaccine.
When did you apply? I applied in Nov. 2019, and if I follow exactly where they are now, I will still have to wait at least another 3 months. Yes, they are working faster, but still the backlog is huge. We are in Oct 2021 and they are finalizing July 2019, this is 27 months lag, which means it's taking them 27 months to finalize 2019 applications, while their target is 12 months!!
Their target is 12 months - thats precisely why 2019 applicants are being relegated to the backlog. We are to be an exception, while 2020 and 2021 applicants meet the target.
I think I've seen at least one member that says his/her application was routine and way before that date IRCC claims to have finalized.
Yes, if you called them and told them your file was before the dates they are finalizing, they would say not all files are the same. So, they have answers to your question that you cannot argue with.

I applied in Aug.2019. As all the excuses that you listed, we can't get any information from IRCC. Just like a black box! Let's wait and see, if they will open my file when IRCC website shows they are processing Aug.2019 cases. Unfortunately, my case is handled by Mississauga office and I haven't got test invite until now.
I am not sure how to interpret it either... if you click on the question mark icon it says "In the past 3 months, the majority (80%) of the applications we’re finalizing were received during this period". I reaaaaaaaally doubt that is the accurate definition of what they are showing. But who knows.... maybe it's simply a "there are almost no remaining applications from before this period" (and at what stage? DM only? oath?)
I called them in june on this year (before they stopped taking calls). I was going crazy because I had not received test invite yet. I was supposed to be in the first "batch" in december of 2020 since I was part of the group of applicants whose in-person tests were cancelled because of the pandemic and I had received no additional info (they had clearly stated that they would focus on us first).
