No, getting nominated doesn't mean you are a PR. Once you are nominated, you have to submit the full application and then wait for that to be processed. Once the application is processed and approved and the COPR is issues, you then become a PR.

Since PNP (OINP) is province based, if I get my COPR from the PNP nomination, is it same as getting COPR from EE application? Or if I get my COPR through PNP, I need to apply for EE (when eligible) to be able to work / stay in other provinces apart from Ontario?
