Can a minor with a Study Permit work?

Hi!
My family and I are in Canada. My son (15) has a Study Permit, but it states that he is not allowed to work.
Most of his school friends work, and he wants to start working as well.
Is it possible to change the restriction?
Canadian minors can work, but there is no information on the IRCC website on the subject.
If so, how can the Study Permit be modified?

No - it's not possible for him to work and not possible to change the restrictions on his study permit.

He will only be able to work part time once he is studying at a college or university level.

Unfortunately not. My 16 year old is also not happy about this .
