Have you taken a test from a designated testing agency to assess your English or French skills?
Does this question have to be YES?
They didn't take any, can this be no ? will they be rejected?

So you got the invitation to apply (selected in the lottery) for PGP within the last two days since you applied for PGP last year and were not selected. They don’t need languages tests.

I am a bit confused, till what time will they be asked to take the Language exam and Medical exam ?
For example, when I am applying for CEC, I had to do my medical exam and show the proof of language exam after I get the invitation

They don’t need a language test. Are you PR or citizen? What are your parents applying for?

I am a PR, I got invited for PGS, I am sponsoring them to be come PR.
So I assumed they will need the same thing what IRCC asked me to have when I was applying for PR, hence the confusion of my parents to take language exam and medical exam

Medical exam, yes. Your parents need to be medically admissible. Language test, no.

Language test only for citizenship application. (and if they are under certain age at that time)
PGP sponsorship is different from skill immigration like CEC.
They need to be your parents (birth certificate), married/common law (marriage certificate if applicable) and typical IDs.
Their education level, language and other skill are not important. But those information need to be provided in application forms truthfully.
They do need to pass medical exam, police check and background check.

Just follow the application guide.
