hi Guys,

So I got PR under Express Entry under CEC category recently. The thing is I am employed by a Toronto Employer but they send me to client office in Quebec (my role involves staying in client's office). In my application I provided my employment documents which state that I am based out of Toronto but currently sent to Quebec. I clearly mentioned my situation in my CEC application LOW that I am in Quebec only because my employer and have no intentions of settling here. (FYI all my documents salary slips, T4 etc have toronto address only). IRCC approved my application and I got PR under CEC while I am in Quebec.

Please note that my PR Card also shows I landed in Montreal.

I told this to my employer and asked me to move out of Quebec as I can't settle here. Unfortunately, they said that their contract is extended by 1 year and thus I cant immediately move out of Quebec.

FYI I got my SIN and RAMQ (health card) as well in Quebec.

I am very nervous now as I don't know if not moving immediately out of Quebec will cause any trouble when I apply for citizenship or extend my PR Card.

Please help guys what should I do. Someone told me to buy a house outside of Quebec and use it as permanent address to avoid all this but this is a little expensive route.

You got your PR under CEC program and so you can move and settle anywhere in Canada immediately. You dont have to worry. Port of Entry in PR card doesnt mean you reside there. Lot of people transit through Toronto towards different provinces. For all of them POE will be mentioned as Toronto.

How did you apply for RAMQ with PR under CEC stream? Did they ask you to sign a document that you moved out then came back Quebec?

Thanks wont they ask about me staying in Quebec when I apply for citizenship or PR extension.

They asked my COPR only, and no I didn't sign any such document. Infact I didn't move out of Quebec since the pandemic started

Did you apply RAMQ for the 1st time after you got PR status or you already had RAMQ before that and apply to extend it after PR?

And did you apply RAMQ in person or online?

Thanks that's helpful, though I am still waiting for someone who went through same and got citizenship or PR extended

When did you move to Toronto to get CEC? How long had you been living in Quebec before that? Have you been working for the same employer the whole time?

I never moved as per, only visited my office there occasionally, I was living in corporate apartments for first year. Since the pandemic I moved to rented apartments as hotels were closed

How long had you been living in Quebec before that?
I am in Quebec for the last 2.5 years

Have you been working for the same employer the whole time?

So you never really relocated to Ontario on a permanent basis and want to return to your job you previously held in Quebec just weeks after receiving PR. You had to show that you had relocated permanently out of Quebec to get a
proved for CEC so if you return to Quebec and to your job right after it was clearly always planned and you misrepresented your situation.

Appreciate your criticism, please allow me to clarify

Yes I did not permanently relocate to Ontario, I was asked by my office to move to Quebec because they have a client here and I act as a representative of my employers here in the client's office. So tomorrow if the contract ends between my employer and this client I will be asked to either report back to my employer's office or to any other client's office. Originally my assignment with Quebec was supposed to end in December 2021 which is also mentioned in my employment letter. So after December 2021 I could have been transferred anywhere in Canada. This is the same explanation I provided in my LOE while applying for EE.

Now, my employer has told that their contract will probably extend by 1 year which means I can be asked to stay with this client for one more year. And this is my concern. I am very well aware that I cannot settle here in Quebec and I don't intend to do so. I just want to know after how much time should I leave Quebec to not to be in any trouble..

"so if you return to Quebec and to your job right after it was clearly always planned and you misrepresented your situation." This statement is incorrect, as per the plan I will have to eventually move out of Quebec, only thing which is not clear is the timing.

I would say, as long as you ended up moving out of Quebec at some point in time, or even tried, you will be ok.
I really don’t think they will ask during citizen, but if they do, you will explain exactly what as you have said here. It’s about being honest with IRCC.
Hopefully you will be moving out of Quebec by the end of 2022. Thats enough…

Thanks for the inputs, I have taken this matter with my employer as well to get a document to prove that my staying here in Quebec is purely due to my employer's needs and not my intentions or planning
