There is only a rule for that, before becoming a PR, you have to show your intent to live outside QC. There is no rule for after becoming a PR. Since you were a CEC applicant, you did not get any additional points from any province. Then, you are not tied to any province.
There is only a problem of misrepresentation if IRCC is able to prove that your intent was not genuine (before becoming a PR). So as long as you have documentary proof of your intent, you will be fine.
