Do we still need an Authorization Letter for my parents to visit me in Canada?

They have a valid tourist visa. I’m reading the CIC site and it only says to provide my PR card and proof of relationship (birth certificate).

Do you have special authorization if you are travelling before September 7? A visa alone is not enough to travel. Do you have a sibling in Canada who is a PR or citizen?
