You should focus on improving your application and profile instead of blaming Canada and VOs. That is not really nice.
I am ready to invest my everything to Canada. I can invest up to 100 000 USD. If I enter top University for Masters in Economics and get with me 100 000 US dollars, Can I accompany my wife and 10 month daughter with me? But honestly, in this case I will stay in Canada at least 10 years.

Wife can apply for OWP or visitor visa and daughter can apply for visitor visa. Whether they are gonna get their visa or not, it`s another issue. They are your ties to your home country so if you all move to Canada, you will need a much much stronger SOP and it becomes extremely hard to explain. Your daughter may not be able to stay in Canada throughout the entire trip so need to take that into consideration as well.

As long as you are aware that you need to take a degree which show strong career progression and align with your previous education and experiences, you will understand that the main problem here is for you to get admitted into a public well-known university. And that admission takes time and efforts. I know it`s hard cause you sound so lost, but you need to identity the priority and make time for it.

By fixing the SOP and your choice of University. Don’t even try to bring your dependents into the picture now because you’ll make everything even more complicated. As it stands, your application is already shaky based on your past rejections.

I agree and I hope that will be plan for next year. This year forget, they wont give you decision before Fall start. Its too late

So your SOP talks about returning to your country with no mention of dependents. Now you are moving to Canada for at least 10 years withy your wife and daughter. Take some time and get admission to a Master in Economics program in a public university. Then reapply.

So it seems you are not going to comply with the study permit regulations by not leaving Canada after your temporary stay, as shown in your SOP too. Therefore it is correct that the VO refuses your study permit.

With 69% GPA admission to Economics? May be time to accept reality and look at other options, like Asia or Africa

2 years education at UCW is 20 000 USD, not 39 000 as you mentioned. Moreover, I thought I can find part time job and cover all my expences in Canada and benefit from study will be diploma. If I go to UK, tuition fee is very high and finding a part time job is very difficult. Germany has no tuition fee but no improvement in english level. Finding a part time job with english is impossible in germany. So after so many attempts, I decided to stay in Uzb and not go anywhere. May be its my fate to work for my country forever. Thanks everyone.
Living in Vancouver is so expensive that a lot of people cannot afford it even with a full time job. As a student, you can only work 20 hours a week. You can hardly just cover your rent with that job.... Nor food (cost of food is pretty expensive too)

Yes, but originally OP was going to Canada West to return to home country with job offer letter and higher salary. Now OP has a wife and child and $100k USD, and plans to stay in Canada for 10 years after completing a Masters of Economics at a top university. Who knows what OP’s true intentions are. Lying to all of us including VO officers, who have figured out he is not a genuine student with 2 refusals.

Yes. I was going to come back if they did not refuse my application with UCW. Now if I invest more money and time on top university, I wont come back unless I cover all my expences including tuition fee and other costs.
Because UToronto and UCW give the same result in my country. Why I need to choose the expensive one if I have a choice of cheaper one.

You are out of your mind. Take your time to think about this before any further action. I think you now have enough data to process.

Anyway, if logically think, VO has no right to refuse any application. His duty is to give study permit until the duration of study. Government of Canada should strengthen their military system and division of internal affairs for punishing people who have no visa instead of refusing applications.

If someone stayed illegally after visa expiry, it does not mean I will also stay like them. It is illogical.
