Received unstamped passport without a letter after PPR

I submitted my passport for stamping on 22nd July 2021 and received PPR on 30th April 2021. But when I got my passport back, it was not stamped and was without any letter .

Does anyone have any clue about it?

Did you gave all necessary documents in the package? Like PPR letter, VFS consent form, SMS Form everything was included in that or not?

PPR letters are valid only for 30days. If you don't send your passport within that period, it simply results in a refusal.

But in India Due to Covid Passport submission services were not in effect From April to July.. In the middle of July they resumed passport submission services, so I think IRCC should consider this thing. It should not be the case of refusal here.
