Dear All, I applied for NON-SDS from Oman on June 2021

I was offered admission from Memorial University to study PhD (Environmental Science).
I have both BSc (Environmental Science) and MSc (Environmental Science).

I worked as research assistant with more than 20 peer review publications in Scopus index journals in a field of Environmental Science.

I received CAD$ 20,000 per year for 4 years from Memorial University, i also provided additional funding of CAD$ 18,0000 from my personal saving

The tuition fee of Memorial University is about CAD$, 4,497/year . I also included documents of my personal business from Ghana to this application.

I am from Ghana, i live in Oman, i applied the visa from Oman. I have previously received visa rejection from US Embassy in the year 2017.
i have a family of 3 children and a spouse , i am 39 years. i applied for the visa alone.

This the refusal letter:

"Thank you for your interest in studying in Canada. After careful review of your study permit application and supporting documentation, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your personal assets and financial status.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your family ties in Canada and in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your current employment situation.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your immigration status.

You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements. All new applications must be accompanied by a new processing fee."

Sometimes, the reasons for Refusals doesn't add up. A fully funded Program should receive an important view in the eye of a Visa Officer. But then, whenever they see a single reason for Refusals, they don't fail to Refuse and as result, they will like bulk up the main reason with the flimsy ones . What you should do is to Order for your GCMS notes and see how you were assesed.
Most importantly, applying from a different country than your own country is a red flag, coupled with your family tie to Canada.

Refusal is possible if the application is not documented properly. How can the VO evaluate the applicant if their documents are not readable?

Tuition seems very low for a foreign student. The fact that you have a spouse and 3 children is likely the issue when it comes to finances. How much savings do you have? The money you have will not be enough to support your family. Does your family have longterm residency in Oman? If not what proof did you show that both you will return to Ghana. Where will your family go for 4-5 years?

I see progression in your academic but Seems like you got all the reasons except one. I'm curious to know the lat one "based on immigration status". I can speculate feedback from "info sharing", but if you don't mind, what reasons did you get from the US in 2017? or any other situation on your immigration history?

Where will your family go for 4-5 years?
My family is in Ghana. I live and working in Oman alone, I applied for the study permit alone . I included our local business documents into the application. My savings was CAD$18,000 and my scholarship was CAD$ 20,000/year for 4 years .

I can speculate feedback from "info sharing", but if you don't mind, what reasons did you get from the US in 2017? or any other situation on your immigration history?
I have been refused more than 2 times to study on US for master program despite having full graduate assistantship scholarship from a US University. In 2017, I applied for conference in US , and I was refused again . I attached the US refusal letter to my study permit application since I don’t want to lie in my application.
Prior to 2017 , I have visited UAE and Vietnam for tourism and conference, respectively.

Prior to 2017 , I have visited UAE and Vietnam for tourism and conference, respectively.
Are you living in Ghana now? Seems like the VO sees something suspicious about your application, or that you're not intending to return back to Ghana after your stay.
