Sometimes, the reasons for Refusals doesn't add up. A fully funded Program should receive an important view in the eye of a Visa Officer. But then, whenever they see a single reason for Refusals, they don't fail to Refuse and as result, they will like bulk up the main reason with the flimsy ones...
