Do you have status in Canada? If not you can’t get it for free. Is the GCMS notes for your own application?

No, not my own application but a relative's application.

So is this true that the notes can only be free if you are Canadian resident and putting a query on your OWN behalf only? And if ordering on someone else's behalf then the consent form needs to be filled AND ALSO pay 5 dollars?
