Was your admission conditional on getting the required IELTS scores? What is your latest IELTS result?
Your admission offer is still valid 3 years after????Are you still using the same LOA to apply for SP? Latest IELTS score does not meet minimum requirement.
Are you sure that you are officially admitted to that MBA program at the time of study permit application? It's becoming weirder and weirder your situation.

An admission in 2019 or 2018 has nothing to do with the fact that you are still admitted in 2021, You need a new admission letter from UNB stating clearly that you are going to start Fall 2021.
And I see no reason why UNB grant someone admission if the person doesn't meet their minimum english requirement. IELTS score 6.5 is clearly low for an MBA. That's maybe why the visa officer refused your application.
