What is the full statement? So you have a two year diploma and another one year diploma? If so you have a two year diploma, you can count for Express Entry.

You have the equivalent of a two year diploma. Since you are applying for a work permit, you have to show that you are experienced for the job. Not sure how you are eligible for a work permit. Assume you have a job offer and the employer has a LMIA (paid $1000 and proved no Canadian or PR can do the job). That is the only way to apply for a closed work permit.
