I had almost the same happened. Submitted may 8,biometrics may 14, refusal with 4 reasons - may 21, reaplied june 3, refusal july 7 with 2 reasons.
What is the reason of refusal?

I'm sorry to hear that. That's a very quick decision on your first application. The second one was atleast better. Had you be able to reapplied for the third time and try deferring to winter. Where are you applying from by the way?

Oh, I see...
I applied on the 5th of June for my second round after refusal (4 reasons too)... I guess I will be getting my second refusal soon as well.
I applied from Malaysia, processed in Singapore.
For what basis you think your getting second refusal again? When does your eligibility started?

Review of eligibility still reads: Your application is in progress. We will send you a message when we start reviewing your eligibility.
But apparently, some have straight gone to a decision without a change in their eligibility status. I've also emailed Singapore and they said it's in progress. I had biometrics from the last round. No medical.
I'm seeing a pattern in the second-round refusals; especially the ones with 4 mentioned reasons.
I received my officer's notes on 28th May and re-applied on 5th of June. I tried to address all their concerns but you never know how they'll deal with them.
overall, not very optimistic...

Trends are changing. People get BVL within 4-5 days of application and some soon after biometrics. We don't know what IRCC is upto. If you feel you have done your best to address your previous refusal points then hopefully you do get through. No point stressing.

The current PPR timelines ive seen and from my second application too that for some things change in a months time and then within 4-7 days from then the result is out.

What could be your thoughts about getting BVL before,after or during the time of eligibility? I did not receive any since my medical udpated as passed and eligibility starts. Thank you
