Close to zero chance a study permit will be approved due to the failed refugee claim (same applies to a work permit and visitor visa). You can certainly try for a study permit but should expect it will be difficult to get. You will need to go through the ARC process as part of the application in order to be allowed to return to Canada which will extend processing and cost additional fees. If you want to try the study permit route, you'll also need to have a very strong plan for your studies in Canada. If you have a bachelor degree already, then you'll want to be pursuing a Master's in Canada. If you already have a Master's, then you'll want to be pursing a PhD in Canada.
