Student Visa Refusal for Second Time

Hello Everyone.
please I need help. My visa was rejected twice. Anything I can do to remedy the situation.
Here is my profile
I am 35 from Albania have a Bachelor Degree in foreign language (Italian Language) and work for more 10 years in Management (call center production management).
First time I applied at Humber College in Toronto for a diploma in business management and me visa was refused , second time I applied again a Humber College but this time for an Ontario Graduate Certificate in Global Business Management and again my visa was refused.
The reason are always the same:
( I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit. )
( I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the limited employment prospects in your country of residence.)
You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements. All new applications must be accompanied by a new processing fee.

Can someone suggest me what kind of school do I have to apply for in order to be accepted ?
What I did wrong ?

Sorry to hear that. Can you share GCMS notes (if you ever ordered any)? That can help people on the forum to tell you how to attack your next application’s weakness!

You have a good amount of work experience in this field and visa officer doubts that how exactly could a diploma or a graduate certificate program helps you to have further progress in your career. I have seen people with similar cases getting their visa approved after changing their course to masters or something higher than your overall education and career.
Try that way and justify your studies in relation to your work in the sop.

1) After 10 years in management, you should go for a Master. (in a public university, don't waste time in private ones). The Graduate Certificate in Global Business is really really really basic. I do think that you already know all the things that will be taught during the program. In addition, a Certificate in Management is something that you can take anywhere in the world, including your country. So why are you spending thousands and thousands of dollars on such a basic certificate? It simply does not make any sense to your current profile and experiences.
So, try a public university. Go for a good reputation MBA for example, that will help improve your profile.
2) You should clearly state the situation of the job market at home country for people having a MBA or a Master in Management. I personally used a lot of numbers and reports and statistical data to show the visa officer that there are effectively employment opportunities at my home country. (knowing that Management job market is pretty saturated right now so show them facts instead of opinion.)
3) Are you married? Do you have children? That can also affect your visa application.

Thank you for your quick response. Here are the notes that I required the first time and I have to wait a month for the notes of the second refusal.
Note: Not satisfied PA is a bona fide student. Unclear how this program of study would further career goals in COR or elsewhere. Not satisfied purpose is to study rather than gain access to Canadian labour market. Not satisfied would leave Canada at the end of the authorized stay. Refused.

well there it is, your studies are not reasonable. try with masters next time.

Thank you for you help. Yes i am married and have a boy of 4. I applied only for me letting my family in my country.

And here is the exact answer!!! You have a great profile (experience wise) and have had a good career. They think you are using this just to get to Canada’s job market (which almost everyone does!) but please change your program to masters at the very least!! Having or not having family might not be a big deterrent.

Also, if your job role is not very well known, try to tell how much growth financially and socially you will get through your education in canada. Please change your program. And if you applied the second time without changing anything in your profile and program then you are just wasting the opportunity and making it tougher. By program I mean the LEVEL of program.

This time around- make a near-perfect application i.e. PROPER FLOW in your resume pre and post this degree you will take in Canada.

Then in my opinion, you only need to apply for a well-known MBA or MiM and then reapply for your visa.
The problem is most of MBA or MiM are quite expensive for international student, they also need a good IELTS score (at least 6.5) and a good GMAT or GRE score and a medium high GPA (usually 75%+).
As I am also a business student, I can suggest some of the programs.

Some of them also offer Master in Management. The program can be as short as 1 year up to 3 years. Take a look to have a general idea on their requirement and work on your profile. We've seen people older than you got their study permit approved and I, myself, had 2 refusals before I finally made it. So don't loose hope. You may want to build a strong financial aspect for your application as well. How much funds do you have? Any property? Will your partner support you while you're in Canada? etc..

Thank you for the advice but now there is an other problem, my ielts score il 6.5 (two 6.5 and two 6).... and for university it has to be 7 :(

As said earlier try applying for a masters degree or an MBA correlate it to how it will help your career in home country. Also check out mpower financing if you can get accepted into a school they support it might be a great way to finance your education.
