Criminality before Eligibility - Does that ever happen?

So here are my details of my submitted application.

CEC Inland
AOR: Aug 10
MEP / BIL: Sept 29
Biometrics given: Nov 4

I am aware that to get the most factual and completely information about ones application, GCMS Notes is required. I have already ordered GCMS notes but Im stuck waiting for it now. I contacted an IRCC agent twice in the last two weeks, and both times I was told that:

Criminality: In Progress
Eligibility: Not Started
Security: Not Started

My question is, is this even possible? My worry is that Eligibility was not met / marked for refusal, so the agent is not telling me any information regarding Eligibility. Because if that is the case, then the check for criminality is moot. From what I've read, eligibility always seems to precede criminality? Anyone with any experience, care to comment?

Agents just read what's in gcms. 'Not started' doesn't mean it's not started, these are point in time statuses and don't mean anything.

So does this mean, that eligibility could have passed/not passed changed back to not started and that's what the agent is telling me? This doesn't seem to make much sense then.

Yes it is possible, a number of August AOR CEC folks have their applications following the same pattern

They can do the checks in any order, don't worry about it. It's more about their own resource planning.

I got COPR. So I don't think its anyything to worry about

Same here. It's taking them forever to start to look into eligibility for FSW-O.
More than 6 months after AOR and nothing moved after R10!
