Motive: By processing 2020 applications first, they can say they have hit their "standard target" of at least 80% processed within 12 months. Obviously there is no such bureaucratic credit to be gained by working on 2018/2019 applicants.

But it is against the moral Canada stands for.

What Canada says it stands for and what it actually stands for are two very different things.

My wild guess why they are processing late-2020/early-2021, very fast is:

May be IRCC-Sydney might have automated their systems to scan and upload the full files instead of sending physical files to local offices. So IRCC working fast on new-online applications.

Since all 2019/Early-2020 applications are paper based, which have already been sent to local office, and there is no way for them to access the physical files (and) no one is going to local offices, so there is no chance to either scan them into system (or) to work on them.

This might be the reason that the lucky batch of late-2020/early-2021 getting fast invites and processing ahead of 2019. So all 2018/2019 backlog will be cleared once the physical offices opens up.

In any case, it is the worst bad luck in life.

Last week I read a news that, The US passports office had around 2 million pending passports to print by end of 2020, so they took it as mission critical and completed all 2 millions in just 1 month by spending extra money. That is what I call respect for law, professionalism and accountability.

But here in Canada, we are at mercy of their emotions instead of rules and policies. Very unfortunate.

That happening means someone travelled back in time and stepped on a bug altering the course of time . It wont happen in the near future. I have sent a very frustrating email to my MP, hoping for some action.

Its just a World stage Drama just like the motto We are the most friendliest nation on this planet yet a family of 4 got rammed by a truck just for having a certain religion.

Why then are you applying for citizenship in a country where Muslims get run over by trucks? Maybe move back to the UAE and enjoy the sunny climate. I also never heard a single Canadian say that Canada is the friendliest nation on the planet, but it's certainly not the unfriendliest either (for immigrants it's actually the most accepting according to Gallup). Stereotypes and oversimplifications help no one.

• and the second application is not processed to completion. The file is retired and the Right of Citizenship Fee is refunded.

Opening slowly ?that is pretty slow . If they did open we would see movement in Paper applications but its not the case. Quebec has gone green but still no movement .

Only partly true, I think. There is information that does not require accessing original paper application. For example, if the fie is "test ready" (and even the applicant can see this by just looking at the sketchy GCMS notes), then there is no reason to delay the test for 2018/2019 applications. What would the original paper application have that would be necessary to move from "test ready" to scheduling an actual test?

Note that the first thing that happens when a paper file is received in CPC-Sydney is that certain basic information is immediately entered into a computer, and subsequently updated. When a person requests GCMS notes or other ATIP information, you can be sure that the people providing that information are not going into the original paper applications. The information they get and give is all in a computer.

There is some information that might require access to the paper file, but at some point it is not a great deal. If you look at GCMS notes, you will realize that at some point much of the slow movement is because nobody is really doing much of anything.
