Usually roughly at same time but with a lot more variance in covid times. Give it at least a month or so, for routine cases rarely an issue.
SA comes after AOR 1, sometimes people get after biometrics too. In my case I received Aor1 and nothing then.

I have seen people get SA on the same day as there AOR! I don’t know how they do that or why for some people have to get the same day! Mine was received on April 18 too and nothing ever since then!
Again, SA is relatively routine. Again, very roughly at same time, I'm not saying next day although it happens.
Refusals happen but for reasons usually known to sponsor - criminality, social assistance, not resident in Canada, not compliant with residency obligation, etc. There are delays in some provinces if social assistance check takes longer.
I owe some amount of social assistance few years back I’m paying on monthly basis. Does ot become a hurdle in my SA? Currently I’m working
Not an expert but my understanding:
-if you're receiving social assistance, and possibly if not paying back, sponsorship can be refused.
-if paying back regularly, can qualify (but not automatic).
-you should expect that having unpaid debts for social assistance would mean extra scrutiny of ability to support your spouse (i.e. income and financial situation). It may be in your interests to pay the balance off.
That extra scrutiny likely would mean longer approval of sponsor - i.e. not routine as referred to above. (Or as I also wrote - 'usually for reasons known to sponsor' - that also applies to delays.)
And yes, refusals for judgment that sponsor is not able to support spouse do happen. There's no fixed minimum but they can decide the sponsor doesn't meet the criteria.

That would certainly not be a bad idea. If you do, would be prudent to advise ircc as well (webform).

Received AOR1 for PA on 11th June. However, I (the sponsor) received a weird email from IRCC that says this:
A refund in the amount of $85 has been initiated. If you paid by credit card, it will be credited back to your credit card account. Otherwise, a cheque will be mailed to you at the address indicated above in approximately six weeks to eight weeks.
I am in Canada but my PA (wife and children) are in India. Why would they issue a refund?
