I have a friend who’s mother overstayed in USA for almost 12 years now my friend would like to invite her mother on super visa .
How she can disclose her overstay .

There's pretty much zero chance a super visa will be approved for your mother's friend.

Without valid status in the US and with a 12 year overstay, any temporary visa to Canada is going to be refused.

The only realistic path for getting the mother to Canada is for your friend to sponsor her for PR through the parent / grandparent sponsorship program.
