Renewing PR card (Humanitarian and compassionate grounds)

Hello,

I have a friend who immigrated to Canada with her family when she was a child, but they went back to their home country a few months later and their PR cards expired. Last year, at age 22, she tried renewing her permanent residency by using the "Humanitarian and compassionate grounds" stream. It got approved, and they stamped her passport and was told she can come to Canada and renew her card. She did not receive any other document, not even a COPR.

She was asked a lot of questions at the airport this year, but they let her in. Her brother applied for her PR card renewal by mail, and they only received an acknowledgement of receipt document, and nothing else. She's been waiting since beginning of February with no status confirmation in Canada, or insurance, and cannot work without those docs.

She tried calling IRCC and was told to visit Service Canada. When she went, they told her she cannot do anything without the COPR doc, which she never received. There is no way for her to check her application status, if it even exists, or if it's in progress. All she has is her passport, old expired PR card from 15 years ago, and the acknoledgement of receipt.

I suggested she can send an email to IRCC with her full story and scans of the documents that she has that I mentioned above, and maybe they can give her more info on her application.

Any help would be appreciated. Thank you!

There's a process to get either a replacement or similar, using verification of status request. I think that's what you need but input from others welcome.

COPRs are only issued to those landing in Canada for the first time. A COPR is not issued as part of a PRTD since the person is already a PR.

She will need to wait until her PR card is renewed before she will be able to get a SIN, health care coverage, etc.

Has she tried accessing the status of her application online? https://www.canada.ca/en/immigration-refugees-citizenship/services/application/check-status.html

Hello, thanks for the info. Yes she's tried this page before, but we have no document to fill the first field.



She only has an expired PR card. She's tried the acknoledgment of receipt as the "Receipt Number" but that didn't work.
Any other suggestions?

Have you tried the expired PR card?

She should be able to get/find the UCI - perhaps even by calling IRCC. (I believe the PR card number in most cases is the same as the UCI, but I don't know if that's been the case for as far back as her file goes.)

As said above, call the IRCC help desk and see if you can get the number associated with the current application. Sometimes they are able to provide it. She will need to be the one to call since it's her application.

Thank you. I'll ask her to call again. If they were not able to help her, can she send an email? If so, who does she send it to?

There's no email address. She needs to call the IRCC call centre.

How long did she wait until she heard about her PRTD? What Code was on her PRTD? Why did her brother apply for her PR card and not her? It is pretty unusual to get a PRTD in her situation these days.

Just an update since last week:

At least now we have an application number and UCI. So we tried sending a web form to IRCC to see if there has been any progress with her application since March 11, 2021. Still no reply yet. I'll ask her to try and call IRCC. Thank you guys for your help. Will keep you posted.

What was the code on her PRTD? R-1 or RC-1?
