People who applied online and ones on 2020 are getting certificates already. The unlucky ones who applied end of 2019 have nothing moved yet.
That's because for that lot IRCC can say "80% completed within 12 months". Bureaucratic targets met, salary raises, etc. From that perspective the 2019 applications are already too late and do not "add value" to IRCC employees.

Very sad we’ve gotten to this point.. quite insidious and derogatory progress we are in.. I honestly don’t think anything would change in the immediate term, but pressing the government from all angles show our frustration with this process.

To do nothing would have made the situation even worse, you can be sure of that fact ...

We have nothing to lose ... Except years and years of additional waiting.

Our biggest victory so far has been the call to order of the Secretariat of the Treasury Board of Canada to its employees to stop abusing the code 699 (* see here: https://www.canada.ca/en/government/publicservice/covid-19/message-chro-covid-19-other-leave-with-pay-guidance.html ), which allowed them to continue to receive their salaries. full rate (Paid with honest taxpayers' money like you, me, and most of the people here), doing nothing in return.

A shameful abuse of public money.

I remain convinced that without this action by the secretariat of the Treasury Board of Canada, even the few rare invitations to electronic tests, and also rare online ceremonies would never have seen the light of day ...

We have nothing to lose, and everything to gain by continuing the pressure by all possible and legal means.

, Piotr.

Looking to the interview, they saying keep the faith, more digital tests and ceremonies are coming. Maybe they will clear up the backlog after all the feedback they received? I fear this improvement maybe benifits the ones who applied online, not on paper like us.

Also, received this email from IRCC (I indicated to them that I'm available for testing a new tool, I thought I would be testing a new tool and not a survey):
IRCC is looking to talk to people who struggled writing the online citizenship test, especially those who did not pass. If this is you, or someone you know, and you can spend 30 minutes talking to us about your experience, please reply to this email and tell us:

· When the online citizenship test was taken

· The score

· If you are referring someone else, their email address

Participation is anonymous and will not affect your application; we want to talk to you to understand your struggles so that we can improve the experience for everyone applying for citizenship.

You’re receiving this email because you have indicated your interest in testing a new product with Immigration, Refugees and Citizenship Canada to help improve services.

Thank you!

What is the 2d form? I applied in June 2020, did not have any unusual forms.
March 2021 an not 2020. The new application form has a validation button that would validate entries and then generate barcodes that will make officers' lives easier when entering the data into the system.

Latest update from the excellent A.U, leader of the lobby group:

Ahsan Umar said:
This is what IRCC has to officially say about our Misery and concerns. Below is part of the response received as a result of media probing on citizenship delays (not our joint letter). I will let you be the judge !
" We understand the frustrations of applicants, and we thank them for their patience at this difficult moment. To help more aspiring Canadians get here faster, we’ve made considerable efforts to develop one of the world’s first online platforms for citizenship testing, which has allowed over 65,000 aspiring Canadians to continue on their path to citizenship that otherwise would’ve been halted by the pandemic.

Many of Immigration, Refugees and Citizenship Canada’s (IRCC) offices across Canada and around the world have been closed for extensive periods, with delays in processing cases and myriad other challenges. In face of these challenges, IRCC has taken quick action and come a long way since the onset of the pandemic – providing additional resources where they are needed most, streamlining our processes and ramping systems back up.
Over the past few months, we’ve devoted considerable resources to improve processing, and have made great progress processing more applications and moving people through the system faster. IRCC is now able to invite approximately 5,000 clients per week to complete the online citizenship test, which is in line with pre-COVID testing rates. The Department has steadily increased the number of test invitations sent to applicants in order to facilitate rendering a decision on their application, and ultimately reduce the overall inventory.
Canada’s immigration system is based on the principle of fairness, which is why applications are processed on a first-in first-out basis. However, some cases can be processed faster than others based on information provided by the applicant, such as urgent work requirements. As noted on our website, cases that are non-routine may take longer to process due to reasons outlined (but not limited to) those on this page:
https://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=1169
For example, if an applicant does not pass the written test, but meets the other criteria for citizenship, they will be scheduled for a second test, usually within 4-8 weeks "
Despite the many challenges of the past year, in 2020 we still welcomed 109,744 new Canadian citizens. "

Interesting to note that it doesn't mention the post-test process, that's where I feel most of the lag is because that's where everything is mostly manual.

Again, I am optimistic that vaccine acceleration might improve that part of the process as well but only time will tell.

Agreed. There is no comment on the oath ceremonies. Test invitations have increased in volume, I feel, based on the number of entries I'm updating in the spreadsheet everyday (for 2019 and 2020). However, oath ceremonies are lagging behind. This needs to be scaled as well in order to effectively tackle the backlog.

Yep, that part needs to scale proportionately with the invites. What's the use of their employees working on weekends (I believe I read somewhere that IRCC has been working on weekends too) if they can't finish off the files after successful test completion?
