No you can't send your passport and VFS is closed so you couldn't send it if you wanted to.

Can i send it, once vfs will open. I will send through vfs. But do I really need authorisation letter for stamping or just ppr and passport will be enough because I am not getting any response from ottawa office that i can send it to delhi office for stamping as I am

No you need to have a request to submit your passport.

The offices in India are operating with reduced capacity and VFS is closed which is maybe why they are not responding. When VFSs open you can try contacting your local MP to see if they can help. Do you have any applications in process that will allow you to remain in Canada after your WP expires?

My pr is approved in canada on the basis of express entry. But I was in India when I got the approval, thus they putt my copr on hold till i get back to canada.
I emailed ottawa office not vfs to get approval if i can send my passport to delhi office because the application was approved in canada, as i applied trv inside canada, but had to travel before the decision.

You don't need any authorization letter to get stamping done in India. If you have received passport request, you can get it stamped from any IRCC office around the world. You just have to be physically and legally present in that country where you are getting your stamping done.

Are you sure? Because many are saying, i cannot send the passport like that i need an approval letter

You don’t need any letter or anything to submit ur passport. Once VFS open follow the process of stamping passport. There are so many cases like you.

Yes, i sent multiple webform and requested IRCC representive to raise webform from there end
