I am 17 years old and shall be traveling to Canada for Fall 2021. I will be traveling with my dad.
It says IMM 5604 is required for any minor crossing the border of Canada.

Who needs to fill this form exactly? Do I need it?

The form is also expected to be notarized by official personnel who would act as a witness. His/her sign is also needed.

Consent from the other parent. Yes, needed, unless your father has full legal custody.

They have been married for 20 years now.... both have legal custody of me.

I probably will be going alone or not. plus i am going for study and not exactly immigration.
So i have taken a letter of authorization from both of them stating they authorize me to travel to Candad alone.
Is that fine ?

Do you have an approved study permit? Where are you going to school? When do you turn 18 because you are a minor and may need a Canadian custodian? Does your father have a visa because he also needs written authorization to travel?

I am applying for a study permit right now. I am waiting to click submit.

I am going to a school in India (ISC) Indian School Certificate. I turn 18 in October.
As i said earlier the IRCC site says it is optional to have a custodian if you are 17 or older.
And in their official checklist also said the form is mandatory for those below 17.

My father doesn't have a VISA. He will apply for a visitor visa soon. As he may come in the category of urgent since he is the parent of a student travelling abroad so they may give him the visa a bit earlier. If he doesn't get the visa then I will have to go alone.

There is no urgent category for your father. He applies and waits as processing is more than 150 days. He also needs written authorization to travel. If you turn 18 in October then you should be okay without a custodian. However if it is refused and they ask for one then you will need a Canadian custodian. You are leaving it late to apply if this is for September. What school are you going to in Canada.

ok I have my dad's trusted friend in Canada. I don't think that should be a problem. Also i have heard if you ask the university for a custodian they give you one, if you don't have one.
A custodian should be 19+ and should be a canadian citizen or have PR.

I will be attending the University of Alberta this fall.

Well processing is over 150 days so it may not be possible. Plus he needs government approval to travel. Some universities provide custodianship, some don’t. You need to ask the school but if your birthday is in October you should be okay. Your dad’s friend needs to live in Edmonton.

Oh is it? He lives in Terrace though. It is 3 hours by flight from Edmonton.
