I got my COPR in the last week of Feb 2021 and sent my photo on the very next day to Etobicoke visa office. Till now I didn't received my PR card. Unexpectedly, I have to travel to India today for an unavoidable emergency situation. Can anyone please advise me what is the best option to return back to Canada by mid of August as my second dose of Covid vaccine is scheduled for Sept first week.
1. Wait for my PR card to deliver in Canada and then get it in courier.
2. Apply for PRTD using covid email id.
Ps: If apply for PRTD it should not impact my PR card processing.

Your best bet is to probably wait for your PR card to be sent and have some send it to you in India. You can apply for a PRTD but at the moment applications aren’t going very far in India due to covid. There are other options to obtain your 2nd dose of the vaccine. You can even try to arrange it in India if necessary.
I have another question regarding application format. Did you guys send in everything in one file, e.g. combined Application form, and all other documents? Or did you send them as individual attachments? I got conflicting answers from couple immigration consultants.

Not yet. My application was approved on 4th May and I received the passport request email. But as VACs are closed, I did not get any update on passport pickup.
I applied for PRTD on May 26th, and got a reply from IRCC in few hours to attach All pages (including blank). My flight is booked for June 27th, any chance it can be approved by then?
are you talking about passport blank pages? from which country did you applied?
i just included only bio pages of my passport.
