Applying for Express Entry from Quebec***

Hi All,

I have received ITA for my EE application on 13th Feb 2021 in CEC category. I had working experience of 13 months in Montreal Quebec on Closed ICT WP and have returned to my home country in November 2021 as my assignment was closed. I had completed all the documentations required (WES,IELTS etc) before returning.
I have submitted documents and my AOR is 26th Feb 2021. Passed medicals on 12th Mar 2021. No updated since then.

Now I may have to travel back to Montreal on another assignment for same employer. My question is can I stay in ottawa and intimate change of address to IRCC and provide intentions for leaving quebec (which I did not submitted with my application) ? Also my WP is about to expire in Sep 2021( My employer may file an extension if happen to travel once travel ban is lifted). Does this help my application or would their be any impact on current processing?

Any leads would be appreciated.

Thanks for your advice, mate. For the proof, I have attached my company offer letter, duration of contract, etc. What else should I provide them? Since I have submitted my application, am I supposed to send them by webform?

Based on what I’ve read you to prove that you will move and live in Ontario, the job letter was not enough in some cases. You need at least to send them an explanation letter about your intentions

Thanks for letting me know. In my case, considering that I have already submitted the application, should I prepare a letter saying since my workplace is located in Ontario, I am intending to settle down in Ontario post covid pandemic once situation goes back to normal. Then, send them via webform on IRCC website. Would that work as per your understanding? Thanks.

I think it can work , try to send them the maximum evidence you have : proofs that you are looking for a lease , communication with your employer about your move ...

Thanks mate. I will speak with my employer. Trying to reach IRCC today but they are constantly busy. I thought of checking with them to confirm. Hope things will go smooth. Appreciate for your help

You can. I applied for pr while in Montreal and moved to Ontario working for same employer. Even sent the quebec paystubs for bowp and got it approved. As long as you live in Ontario, it doesn't matter.

I'm in a similar situation as well. I'm planning to move to Ontario and apply for PR from there but will continue to work for my Quebec employer remotely.
Did the IRCC ask you for a letter of explanation?

Dear Officer,

I, XXXXXXXX - Permanent residency application number: XXXXXXXXX write this letter to state my intent to reside in a province other than Quebec if I become a permanent resident of Canada.
Through my research, I am well aware that Quebec's official language is French, and the province is predominantly French speaking. Many companies prefer candidates that are fluent in French. However, I am not fluent in French. I believe this situation would hinder my social and professional opportunities.
Also, I believe, provinces of British Columbia, Ontario and Alberta have greater opportunities for engineers especially in the domain of Mechanical engineering. I am actively applying to many companies in provinces except Quebec, concentrating on provinces of Ontario and British Columbia. I have attached a copy of my job applications, which I have applied using the job search portal of LinkedIn.

I had always considered cities of Toronto, Vancouver, Ottawa as my options to settle and work, with Vancouver as my first option. I choose Vancouver for the weather and technical opportunities. I had received a phone interview with a company in Vancouver. I am attaching a copy of my conversation with the Chief Scientific Officer of the company.

Also, in future, I would like my children to pursue their education from English Speaking schools, where I could help them with studies. As the province of Quebec, have more schools where medium of instruction is French, or private English medium schools that are very expensive.
After I get my permanent residency, I would be staying at [ cousin address] with my spouse. My spouse's first cousin offered his space for boarding. I have attached a letter stating his intent.
I would like to add,that my spouse XXXXXXX, who will accompany me to Canada, would also like to state her intent to reside in any other province except Quebec. She had moved to Quebec for completing a master’s program in Electrical and Computer Engineering in Concordia University, Montreal in August 2014. After completion of the master’s program, she had received an Open Post Graduate Work Permit for three years expiring in October 2019. During this time, she applied for PEQ after being advised by her friends.
However, after investing approximately two years of the time, she was denied CSQ on the basis of inadequate French speaking abilities. I am attaching copy of the TEFAQ results that she had taken after the rejection of PEQ, where her score was less than required level. This left her discouraged and disappointed. She decided to discontinue her pursuit of a CSQ and move to USA after her marriage in Dec '18.
She is also actively looking for jobs through search portals, family and friends, etc. She has registered with job agency Aerotek from Brampton, Ontario location, who are helping her to get a job in Toronto or Vancouver. I have attached a copy of her job applications with this email.


For the reasons stated above, please consider my intent to reside in provinces except Quebec,
when I become a permanent resident.

Hi, in my knowledge if you don't stay in Quebec but in Ontario, it's fine for normal ones. But in your case, you are on a closed work permit. You may have to find another job in Ontario or initiate such strong ties to prove that you are intending to stay out of Quebec.

I didn't wait to get an LOE but submitted a letter along with my application with proof and intention to move to Ontario based on my past studies. And when I moved, I sent my lease as proof and changed the address to ON one. Then the eligibility got cleared in a few days.

Thank you! One last question: how long was the whole process until the COPR?

I submitted my application from Montreal on March 7, 2020 and got the BIL on March 13, 2020. But the lock down happened on same day. My eligibility got cleared in August 2020 but the final approval came on April 23, 2021. I think only covid messed up it and had to wait longer than usual.
