Hello Guys,
I have similar problem than yours, so maybe you can give me some advice: Me and my partner we work in Quebec since two years. Originally we tried to stay, but that time we did not know if you don`t speak french is almost impossible to stay. And hen their QSWP was suspended so we had to wait, and now unfortunately turned out that we don`t even have enough points to apply for the Quebec skilled worker program even though we do a very good language exam from English (CLB-9).

We don`t want to stay here too long anymore as we don`t have a chance to settle down and our original goal was go to Vancouver (we worked in there in the past once), but we got a job in here so we had no choice that time, when we came. But now as we realized thad the skilled worker program even though its an english way to immigrate, is not working very well, we started to thinking about alternatives. And a lawyer said we can apply for the Express Entry too if we can convince the officer that we have serious intenion to leave Quebec, which we have. The only problem is, that we would have enopugh points to get in the Express Entry pool, BUT only if we have a valid Job offer, which is a trap in the situation. We have jobs in here Quebec (Noc Skill type B, I have a closed work permit, my opartner has an open one), and even though we start to apply to Vancouver there is more likely we won`t get job in there until we don`t have the permanent residency status. It is not impossible of course, but I am worrying that we will run out of the time, as we are not that young anymore (33 and 35 years old) Our job market is a bit more narrow there at the moment, so they prefer people with existing PR, than temporary visa. I know that the Quebec work experience counts, but I don`t know the job offer could be okay or not.

So here is the 100 dollars question: can I apply for the express entry and give my current job as a valid job offer (even if the company is in Quebec), or it won`t work this way? I am afraid I already know the answer for this but I am hoping you guys know something what I don`t. We really want to move out from here but it seems like we are stuck in this point.

Dear Officer,

I, XXXXXXXX - Permanent residency application number: XXXXXXXXX write this letter to state my intent to reside in a province other than Quebec if I become a permanent resident of Canada.
Through my research, I am well aware that Quebec's official language is French, and the province is predominantly French speaking. Many companies prefer candidates that are fluent in French. However, I am not fluent in French. I believe this situation would hinder my social and professional opportunities.
Also, I believe, provinces of British Columbia, Ontario and Alberta have greater opportunities for engineers especially in the domain of Mechanical engineering. I am actively applying to many companies in provinces except Quebec, concentrating on provinces of Ontario and British Columbia. I have attached a copy of my job applications, which I have applied using the job search portal of LinkedIn.

I had always considered cities of Toronto, Vancouver, Ottawa as my options to settle and work, with Vancouver as my first option. I choose Vancouver for the weather and technical opportunities. I had received a phone interview with a company in Vancouver. I am attaching a copy of my conversation with the Chief Scientific Officer of the company.

Also, in future, I would like my children to pursue their education from English Speaking schools, where I could help them with studies. As the province of Quebec, have more schools where medium of instruction is French, or private English medium schools that are very expensive.
After I get my permanent residency, I would be staying at [ cousin address] with my spouse. My spouse's first cousin offered his space for boarding. I have attached a letter stating his intent.
I would like to add,that my spouse XXXXXXX, who will accompany me to Canada, would also like to state her intent to reside in any other province except Quebec. She had moved to Quebec for completing a master’s program in Electrical and Computer Engineering in Concordia University, Montreal in August 2014. After completion of the master’s program, she had received an Open Post Graduate Work Permit for three years expiring in October 2019. During this time, she applied for PEQ after being advised by her friends.
However, after investing approximately two years of the time, she was denied CSQ on the basis of inadequate French speaking abilities. I am attaching copy of the TEFAQ results that she had taken after the rejection of PEQ, where her score was less than required level. This left her discouraged and disappointed. She decided to discontinue her pursuit of a CSQ and move to USA after her marriage in Dec '18.
She is also actively looking for jobs through search portals, family and friends, etc. She has registered with job agency Aerotek from Brampton, Ontario location, who are helping her to get a job in Toronto or Vancouver. I have attached a copy of her job applications with this email.


For the reasons stated above, please consider my intent to reside in provinces except Quebec,
when I become a permanent resident.

Hi All,

I am resident of Ontario, working remotely for Quebec company. I did filed my taxes from Ontario.

The reference letter that I got from my employer has company address(Quebec). Will there any be any hurdles for me after submitting documents.
Do I need to provide any additional documentation to show intent that I don't move to Quebec after getting PR in future?

Please advise.

  1. Yes, you can apply to Express entry when you are physically in BC working and living. But I would suggest, you should stay in Quebec as you already have CSQ so you will keep getting Work-permit-extension until you get your PR. Trust me, Montreal is much cheaper to live whether it is Rental, house prices, car insurance or public transport in comparison to Vancouver.
  2. If PR processing time is VERY IMPORTANT for you then only you should apply for Express Entry and in this case, you should sell your condo in Montreal as you have to prove your intentions that you have no ties with Quebec and you will not settle in Quebec as you are applying through Express Entry. Selling a property that early (before 5 years) is usually not a good idea (might have to bear the loss in most of the cases).

I would suggest, you should send a letter of intent upfront along with your application that you will not settle in Quebec. Sending additional documents are always good otherwise it depends upon your luck whether they will ask you for that letter to show your intentions or not and instead they might reject your application right away. You can apply from Ontario even if your employer is from Quebec, just prove your intentions. All the best.

To get points for valid job offer in Express Entry, your job offer must be LIMA approved/sponsored otherwise you won't get any points and your application will be rejected if you are not able to provide proofs for LIMA.
Waiting for 100 dollars. :p

I studied in Quebec full-time for 2 years, just got a full time job here. Should I file for EE from Quebec and wait for ITA and then move to Ontario? Or should I just move? Do I have to provide a Letter of Interest for Ontario? I'm unsure because idk which part of Ontario to go stay in? And if I'll land a job there?

yes it will impact your PR application you need to provide them proofs that you will move to Ontario once you get the PR , your PR will probably be rejected if you don’t provide enough proofs for intent to reside outside of Quebec

Thanks for your advice, mate. For the proof, I have attached my company offer letter, duration of contract, etc. What else should I provide them? Since I have submitted my application, am I supposed to send them by webform?
