if what you say is true, then he/she really messed up big time. till now i am confused. so he changed his DLI without informing ircc and continued to change. till now i am not able to understand how he failed 3 colleges. why he was not able to continue 1 program or repeat courses. if he is in canada, then he might be in a big trouble.

there is no point in applying for EE do you realize the trouble you put yourself in ? your pr application might even be rejected if you got ITA
he only enrolled so he can get points for express entry. his main concern now is if the studies he finished so far will count as points in his express entry profile.
