All in all, I guess we all can agree on this is to not wait for FSW to resume. If one has plans to immigrate, he should go for a study route or something else.
I really don’t want to spend $50k on studies after already spending that amount in Australia.

what are the chances of an offshore candidate getting an electrical engg job in Canada for someone with just 3 years of experience?

Anybody knows the success rate of dual-intent ?? I feel it’s kind of risky, as being a fsw candidate, how can i get study visa approved?

There is no dual intent in study visa, i wonder they would know about your FSW application though.

My plan B, If something wrong happens with FSW draws is OINP Tech Draws. I would have been selected for OINP long ago if it weren't for the low scores that they are picking (my score is 478). But if EE stops giving a score to people then OINP will have to adapt their system to the new one.

Nope, and i guess at this point of time you should just apply with a good sop and see what happens.

That's the problem with trying to find answers on these forums instead of doing your own research. Idiots who actually know nothing just show up and pretend to be authorities. Dual-intent is a valid thing for Canada. To your credit, you didn't ask if dual intent was possible, you asked what the success rate was. I don't have an answer to your question, but here's the official link and some other links relating to the subject.

Official info:
https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/temporary-residents/visitors/dual-intent-applicants.html

Other useful links:
https://vancouverimmigrationblog.com/exercising-caution-when-claiming-dual-intention-on-study-permit-applications-international-students/
https://www.settler.ca/english/dual-intent-canada/

Do your own research, and decide for yourself. At the end of the day, be honest in any application and don't try to cheat the system. If I'm not mistaken, I think @guelphite has some experience/knowledge in this area.
