I did flag polling to get my work permit in one day...In flag polling we go to Canadian-US border and denied to enter in US and they send us back to Canadian office to done our flag polling So my question is that in this case
Here I have to ans one question “Has yash ever been refused a Visa or permit, denied entry or ordered to leave Canada or any other country?”
So, should I mention Yes ??

You will also find rare examples of people who have received PFLs based on the administrative refusal from flagpoling. I'd be tempted to at least mention the administrative refusal, but it's not technically a refusal.

With hindsight, you are right. Attaching an LOE to cover flagpole trips would be the safest option.
