ETA after Pre Arrival & DM

Hey guys,

I received Pre Arrival & DM three weeks ago. What are the chances of being approved for an ETA to travel to Canada for the purpose of family reunification?

Or should I still wait until COPR before intending to travel to Canada?

Try it and see. Very hard to say how long PPR/COPR might take.
