Yes i received temporary file number in march 24, 2021 and i submitted my file in august 2020.Hi Quami, i believe the 1,500 first stage decisions by June 30, 2021 refer to those who applied OUTSIDE Canada for HCCP & HSWP from 2019 to 2020. What you think?
And as per IRCC update, prioritization of these decisions will allow more caregiver WORK PERMITS to be issued for those who have valid job offers to work for families in Canada.
I hope and pray that on or before June 30, 2021, those who applied OUTSIDE Canada will receive Approvals...

I'm not so sure about this. Isn't it the 2021 cap for HCCP has already been reached? And they said, those who weren't able to get in the cap can apply starting Jan 2022.Let’s see it this way:
Program started on June 18, 2019 and will end June 17, 2024 — making it a 5-year pilot program
So,
June 18, 2019 to June 17, 2020 applications = 2020 applicants / year 1
June 18, 2020 to June 17, 2021 applications = 2021 applicants / year 2
June 18, 2021 to June 17, 2022 applications = 2022 applicants / year 3
June 18, 2022 to June 17, 2023 applications = 2023 applicants / year 4
June 18, 2023 to June 17, 2024 applications = 2024 applicants / year 5

My point is, the Public Policy (mentioning 2020) is referring to year 1 of the program, and I also think it covers both insider and outside applications.

I think they’re referring to all applications received from the inception of the program until June 17, 2021 (meaning, the first year of the program). If what you're stating above is the one they follow. Shouldn't they have said to apply on June 18, 2021 instead?

I completely agree with this.The cap per class (hccp/hswp) is 2,750/year
In 2019 just 790 hccp and 277 hccp was recieved

majority of that number received aor, T4&NOA request, biometrics, medicals request etc meaning that their applications are in process and nearly reaching completion.
On the other Hand, hccp reached cap of 2,750 in November 2020, I don't know how many hswp was submitted in 2020 but the vast majority of this number didn't get AOR in 2020 informing them if they were eligible to be processed or not. Not even a temporary file number. We could be talking 3,000 - maybe 3,500 unprocessed 2020 applicants as against 1,067 from 2019 who are already being processed.
It's clear that the hccp/hswp applications ircc received in 2020 that were not processed is going to pose serious delay problems for future applicants and their employers, if something is not done about 2020 applicants.
Imagine this, hccp has reached cap in 2021, so there's an additional 3,000+(hccp & hswp) applicants waiting to be processed for 2021, this is just May, who knows maybe hswp will reach cap this year and we will be talking 5,000+ applications. Difference though now is that they haven't had to wait 1 full year like 2020 applicants to get permanent file number.
