Summary of technical presentation as per this video. I have put timestamps, in case you want to check.

  • Payment is through the e-payment system and not through the application system itself. You have to leave the application form, pay, and then come back and upload your receipt [6:55]
  • You don't get time to collect documents. You can't reserve your spot. You get a checklist and you are only counted when you press 'Submit' [7:55]
  • It's unlikely that the cap will be reached quickly since the checklist will probably require applicants to take some time and prepare documents. It's a real application and you can't expect to be done in 5 minutes [9:05]
  • Completion check is basically a pass/fail. They won't be asking for more documents for eligibility. For admissibility, they may ask for more documents [10:45]
  • RPRF must be included up-front. It's usually asked for later but for this program you have to pay it [11:25]
  • IMM0008 form must be validated - if you don't validate, your application is incomplete and will be rejected. Make sure the validation barcode is there [11:40]
  • Working with study permit is valid work [14:10]
  • You can count multiple part-time jobs - as long as they are all in the list and the total comes up to 1 year in the last 3 years [15:10]
  • Overtime is not counted. They only count 30 hours a week. Just like any other program [15:50]
  • Police certificates are required up front but your can upload an LOE if you have applied/paid for one and are waiting. PCC is for "admissibility" and not "eligibility" so if you show that you've made reasonable effort to get one, then it's okay to show a proof of that instead of the PCC itself. You'll have to provide it later [17:03]
  • Language test is non-negotiable because it's part of "eligibility". You can't post a registration number or anything. Only the results are accepted [18:15]
  • Your old PCC is valid if you haven't been to that country since you received it. Just upload what you have and if anything, they'll ask for more later [18:55]
  • Refugee claimants are not eligible [20:25]
  • There may be a bridging-type work permit. There may be a temporary residence option but it won't be called bridging work permit [20:55]
  • Representatives can't apply using a different system. It's one form for everyone. So use your representative to gather the documents and upload it yourself. Attestation is done by the applicant themselves [21:50]
  • "Use of representative" form can be submitted so that their representative can take over the management of the file after it is submitted [23:40]
  • General IELTS only - same as Express Entry - so no ESL [24:55]
  • They can't say what time the portal will open on May 6th [25:45]
  • Account creation may crash. They've tested it and it can do around 1 million account creations in the first 15 minutes but its limited per second so you may see errors but you have to keep trying because not every second has the same traffic [26:00]
  • You can apply if you are waiting for a work permit decision because you're on implied status [28:00]
  • Even overseas family members can be included. PCC and travel history is required for all dependents over 18 [29:20]
  • 1050 CAD for every adult applicant and less for children [30:40]
  • Self-employment doesn't count for any of these programs unless they are doctors who are being paid by their province [31:20]
  • Medicals are not required upfront if you already had one but you may be asked to submit a new one if the one on file is too old. Again, medicals are for "admissibility" and not "eligibility" so they'll ask for it later if they need it [33:00]
  • You have to be currently working and not just employed. So being on leave doesn't count [34:20]
  • They think they'll get 90K easily and there's possibly no chance of a new similar program. They're going to refocus on existing programs after this [34:50]
  • Proof of intending to live outside of Quebec is not required upfront but if your form shows you live in Quebec, you'll later be asked to provide a letter or other proof that you intend to live outside of Quebec [36:15]
  • If you're rejected, you'll be refunded the RPRF fee only. So you'll get back 500 CAD [37:00]
  • RCMP check is required only when requested [37:45]
  • There's no upper age limit for the stream. You can be 80 years old but if you've graduated after Jan 2017 [38:30]
There will be a FULL guide published at some point, so read that before you start uploading documents.

I submitted a PCC when I got my study permit and since then, I haven't lived outside of Canada for 6 months in a row. They've never asked for it again and they mention how if you've not lived there or currently live there then it's okay if it's expired (but may ask for it). Can they not access it from your files?

I booked a fingerprint appointment as soon as I found out about this program but I have to get the prints, have them notarized, have them legalized by the ministry of foreign affairs, then have that legalized by the UAE embassy in Toronto, and then mail it to Dubai police. My fingerprint appointment is on May 13th and most of the process after that is by mail. Easily between a month to two months.

If they ask, I want to submit a LOE but it's kind of stressing me out. It's the only document I don't have.

It's a pretty ruthless program, if you think about it. You either have everything lined up or you don't get it. It's essentially designed to get 90'000 applications they can process before the year ends to meet targets.
You can get UAE police certificate from Dubai Police website. You get it in email within 24 hours.

Hello, I(applicant) am going to apply with my spouse. Suppose, I will apply on May 6th and take medical exam on May 17th. Is it called upfront medical ?? Does my wife need to take medical exam, too?
On Canada.ca states that you cannot get an upfront medical exam if you are being spouse, partner or child. Wait for their instruction.

So, the application system won't follow the typical R10, medical, criminality, eligibility and security? I found several points very interesting but it kinda eeks me not to have any hint of processing capacity or times.

I believe there's 2 steps: eligibility and admissibility (which includes criminal, medical, and security checks). If you're not clearly eligible, you'll get rejected. But when you pass that step, they can ask for extra information to check for admissibility.

You can get UAE police certificate from Dubai Police website. You get it in email within 24 hours.
I just filled the form and paid so we'll see. The thing is, I don't have Emirates ID. I never had. So it gave me a biometrics sheet to fill and send by post. But it still let me pay. I'm going to get my fingerprints and do all of the required authentications in the meantime but I hope they just send me my certificate by email within 24 hours.

Yeah, I wanted so much for someone to ask those question.

Anyways, I have learnt much more from that Video than Mark's last few ramblings.

And if you stumble on this thread Tracy and James, thanks for the detailed responses.

No idea. My wife's language test is on the 7th, which means that we could only apply on the 11-12, when the results arrive. So I hope it stays open at least for a few weeks!
