Things happen - does it really matter WHY it happened? The point here is right now he is out of status and they are trying to correct it. If he is eligible for the restoration of status do it ASAP so he can be in maintained status (previously called implied status).I do not get it, why didn't he apply for an extension (so he can have an implied status instead of the "out of") ?

As a part of the application, they'll need to explain it in detail yes - but it doesn't change the first step nor should it change our answers. See if he is eligible for the restoration of status extension that is available before submitting for Spousal Inland Sponsorship. February 26 2020 application received. December 1 2020 Medical exam done. December 15 2020 Biometric done.
January 21 2021 Sponsor approved.
January 27 2021 Application transferred to Local office Calgary.
