So this might explain the delays for the older files. Officers assigned to our applications may be working from home and our files are at that stage where they need to get into the office to finalize them.
Yup. Some stages can be passed "at home" but the officer needs to go in to manually update the results in the GCMS, hence why there are instances where applicants pass all stages in a single day. Obviously not every IRCC office is operating this way,

I am Inland CEC, single applicant. NOC 2171. Straight forward file, and all good as per GCMS notes. Last time I heard was in Feb end that Eligibility passed, Criminality in Progress and Security Not Started. After that I didn't contact IRCC and waiting... They just think my NOC is not essential in these COVID times, maybe :(

Yeah I think the NOC does matter cause my friend works for the supermarket and get approved quick
Food is listed as a Canadian essential service, as defined by the National Strategy for Critical Infrastructure, and will be prioritized in processing. Specifically:

  • Workers supporting groceries, pharmacies and other outlets (such as convenience and pet food stores) that sells food and beverage products
  • Restaurant employees necessary to support take-out and food delivery operations
  • Workers supporting the sanitation of all food manufacturing processes and operations from wholesale to retail
Above list is non-exhaustive

But before Covid you NOC was ones at the top of the tops. I am a baker, but the situation did not change at all. Maybe because I am not the applicant but dependent?.. Not sure.

This could be a reason why none of us is getting approval. He's stuck at home and he-she can't finish his job at the office. But this sucks a lot.

I wish we can at least know when this will end to put our minds at rest somewhat but it all depends on the behaviour of COVID.

So true! With Wave 3 being the worst as well with different COVID variants in pictures, it's all so unpredictable.

How is it possible then that newer applicants continue to get their COPRs? If due to COVID-19 they can't go into the office to finalize things.
I can attempt to answer this my way, @EscoBlades might help us here. IRCC improved their processes with time as the COVID raged on and the newer applicants are the beneficiaries plus/or their officers go into the office( are their officers a little junior, maybe newer employees?). For older applications, IRCC old processes were not allowing finalization from home for some stages that can now be done from home for newer applications plus/ or our assigned officers are working from home. I know this sounds a bit quirky but just trying to find a foothold somehow

It is, in part, due to how IRCC changed their processing after the pandemic hit. Here are the words of Deputy Minister Catrina Tapley on how IRCC had to shift their procedures. Some parts boldened for emphasis:

Thank you for the question.

When the pandemic hit in March, we realized that some parts of our workforce were better equipped to work from home than others. For about 55% of our workforce—and we have about 9,000 employees here in Canada—it was easy to disconnect a laptop from their workstation and continue to work at home. “Easy” may be a stretch.

However, for many of our workers, particularly those on the processing side, where we run shifts—two shifts and sometimes three shifts a day—it's pretty difficult for one person to take the equipment, and in most cases it's not equipment that is easy to take home. Part of the problem thus became one of equipping our own labour force to work effectively from home and to do it well.

We saw a real hit on productivity.
As we've been able to equip our workforce, as we've been able to train and get people back up to speed, we've seen productivity rise steadily. In the fall, now that people have gotten used to this and gotten used to new equipment, we've seen very good results on productivity around particular files.

If you can indulge me for one second, I think a really good example of this might be found in the call centre. I know it can be a source of frustration from time to time, but it is a microcosm for how much of this worked.

We had to send employees home who were not equipped to work from home. It became a real conundrum to find out how to do this fast, how to get equipment to employees, how to find software that was going to work in both official languages, to test the software, to train the employees, and to get it back up and working.

We did it in about five weeks. We've just now reintroduced the call-back feature for the call centre, which I know is popular and I think provides very good client service. It acts as a bit of a microcosm for the things we had to reinvent in the department to be able to get the productivity numbers the minister mentioned back up.
In addition, IRCC contracted a company called Iron Mountain to help pick up and digitize a lot of their applications to enable their officers to continue to work safely from home (COVID) while processing files. Because in some instances, some officers had to print physical papers out to allow them progress their processing in instances where stay at home orders were in force in their respective provinces.

Finally, some numbers to put things into context. As of August 31, 2020, only 8.6% (748 employees) of IRCC's domestic (in Canada) staff were working from the office. 73.7% (6410 employees) were working remotely in some capacity, and 16.5% were on leave.

Long story short, COVID hit IRCC hard, and they were extremely slow to pivot to creative new ways to continue doing their jobs. Some of those new processes are now in effect, and are disproportionately benefitting applicants who applied more recently
