We are applying for start-up visa program and one of our members is over 60 years old.

Is there any rule(s) which excludes people over 60 for English testing?

Rules that are age specific? No - there are not.

It's quite logical that everyone should take an English test, regardless of age. After all, how can a person adapt without knowing the language?
