why not doing anything after completion of secondary studies is a problem for the visa?
what if he/she is not able to find a work and want to gain Canadian education to increase employment chances in home country?
A bonafide student doesn't waste time waiting for something to come up escpecially after secondary school, could have taken admission wherever the person is and after visa could leave for studies. You could have a gap after bachelors or masters, but unnatural to have a gap after secondary school.

Not doing anything for 2 years is not a problem per se. Not being able to convincingly explain why, IS a problem.
Yes, he explains why he did not do anything in those 2 years then he can be through. Lets hear his convincing points what he did in those 2 years.

I have a one year gap after high school but I explained that I was working on improving my English during that period and I also attached my TOEFL which was taken during that period too. Is this a good reason? I also mentioned that I am a co-founder of a magazine where I regularly publish content related to my proposed field of study. I also attached my high school grades which are very high.
Is the gap year a problem?
I have admission at the University of Toronto and a full scholarship.
I am already attending U of T online without a study permit approved yet and my GPA at U of T is very high and I attached it to my study permit application.
If you were a visa officer would you say I am a bonafide student?

In my opinion, your reasons are good enough, provided you attach proofs of all of these with your application. Whatever you say in your application, provide some evidence of that as much as you can.
