Not that I'm aware of - seems to apply to almost all travellers arriving by air. (Please check yourself though - there are some exemptions but extremely limited, I believe, and generally work-related i.e. air crews and medical personnel on work-related travel, things like that).

Hi, I just got my COPR last month ish (spouse sponsorship) and I plan to fly to Canada in May.

My direct international flight from Hong Kong to Toronto just got rebooked by Air Canada and now it goes through Vancouver first, which means I have to hotel quarantine at Vancouver. But that means I'm gonna miss the Vancouver->Toronto part of my flight because it's on the same day.

I booked the ticket with an online travel agent so rescheduling just the last part of my flight would be slow and messy, if not downright impossible. I'm planning to buy a new ticket from Vancouver to Toronto for the first available flight after my hotel quarantine. It's pretty cheap (around 150-250 CAD) so I'd rather pay that than deal with airline rescheduling. Is this allowed?

TL;DR I read on government website that I'm allowed to board another flight after the hotel quarantine, but am I allowed to do that if the ticket is separate from my original one? Can I be rejected entry for this? Anyone done this before?

No information regarding how long the restrictions will be in effect though, I suspect it will be some time before anything changes.
(Little Trudeau needs to make himself look good prior to an election).

There are more quarantine hotels available now and the prices have dropped for some. So, If you have to travel during this time, I would suggest
contacting the hotels for rates and information. Most have online booking available and some have better food with free shuttle from the airport.
Check the reviews.

Once you receive your Covid test result at the hotel you can leave and complete the 14 day quarantine at home.
The test results usually come back within 24 hours and there are no refunds from the hotel if you leave early.

You are correct that you have to do your hotel stay in YVR. You can book another flight separately without an issue after your hotel stay. You could try to rebook your YVR-YYZ portion for 3-4 days after your arrival in YVR, probably only worthwhile if there are no change fees, I would check it out just to see what the story is. They should be accommodating since the airline is the one who has re-routed you making you have to do the hotel in YVR.

The problem is that you won't have an exact date for the YVR-YYZ portion until your hotel stay is complete, if your covid test came back in 1-2 days you don't want to hang around YVR longer than necessary. Due to the circumstances of Air Canada messing up your flights try to see if you can get the YVR-YYZ portion as being left "open". On your booking sheet there should be the AC booking reference number, different from the on-line companies reference number. I would call AC directly and explain it and see if they will do as I mentioned. If they say you have to go through the on-line company to do it then it's probably a lost cause. Most of the on-line Companies don't seem to be very hopeful. Good luck.

Many choose to stay at the first stop for the full 3 days before their on-going flights out since they need to pay for 3 days stay anyway.

Btw, it's 3 days and for many hotels, it doesn't translate to 3 nights stay.

I think it may still be worth it to check if you can change to a direct flight if you move your travel day up or down by a few days if you are flexible.

I’m confused ! One lady (that I know) came back from Egypt and at the airport she refused to go to the hotel and she claimed her Charter of rights...the police officer let her leave after the Covid test !! How the heck is it possible ?!
Don’t tell me it depends on the police officer ?

It is always police officer's decision to charge or detain. It also doesn't mean she won't be fined later.

I'd also note that the story above does not make clear, it's possible one would not be allowed to board a flight without a reservation. So walking away with some dubious charter claim may not give any monetary benefit.

It's not surprising to me that officer would not detain - presumption being they don't have quarantine facilities.

Possibility of a substantial fine is real, though.

I don't see that this contradicts what I wrote above. It's always police officer's discretion. Sometimes they are more lenient when a new rule comes in. Sometimes they have their own opinions. Sometimes they prefer to focus on more serious and immediate issues. Sometimes they haven't received clear instructions from their own superiors - and they're not lawyers and don't want to get into legal fights.

It's also possible she coudl get fined later - I'm not saying it will happen, but that it could.

My main point is: DO NOT rely on such specific cases or anecdotal information for future travel. If you want to risk it, that's your decision. If you do, DO NOT expect that what happens to you will be the same; DO NOT expect that "I heard from [my friend/facebook/the Toronto Sun/about a court challenge]" will be a legal defence or convince the next police officer/public health officer.

And as noted, even if you decide to risk it and that you will refuse to stay in a hotel, it's possible you won't be let on a plane without the reservation paid for.

Note, this is irrespective of what one thinks about the policy - just saying that if you rely on this post to not do it, any consequences are your own to deal with.

(The one thing I'm pretty sure of is that the long list of charter rights she believes are being violated - almost certainly gibberish. And I bet the police officer knew that, too.)

I totally understand.

I’m a French lawyer, so I’m not comfortable with the Canadian legal system, and in France, we’ve the concept of legal equality. The police officer has to apply the law/directive regardless the situation/person.

In France, the final final decision is made by the judge, never by the police officer, even when it comes to the entry into the territory.
Here, in Canada, it sounds like the police officer can do whatever he wants.
