The local office always allocates the invitations and finalizes the application (especially so when tests and oaths were done in person); this has been the case for many years now.I am a September 2019 applicant; I received my invitation a couple of days ago. I noticed that the invitation is from my local office. If I am not wrong initially there were coming from a centralized office; probably they realized that they couldn't handle all the backlog.
I've read somewhere that were more than 50,000 people waiting for online testing and more than 8000 already did...And the thing is that backlog increases rapidly.
According with my quick math, the total backlog is about 100 k (they swore only 120/130 k last year instead of 230k). If the backlog of testing is 50 k, that means that there are another 50k backlogged into the local offices; plus another 250k cases that will show up this year.
I have the sense, that IRCC will take a couple of years to regularize this....

Only the IT servers are central. Verifying and sending the test invites are still based on local office. At least it is true for paper based applications. Recently few Dec-2020 applicants received test invites, so we are not sure, if online applications are processed centrally or by local office. Good luck.but not for online testing. it was centralized
@dustinbee66 yes that's fine. It's way to difficult to centralise the ID card and make it appear visible clear in the webcam. It took me about 5 mins to get it right. Had to do multiple takes, but yeah the room , me or part of me or face would be visible.Tutorial said

So they are still inviting 2019 applicants in March 2021. @Derekview that's the same as our timeline. Yeah wait. It should be coming soon. We has to do our second fingerprints in Feb 2021 after the test in Feb. First fingerprint done in Nov 2019. The second fingerprints close to the test, again makes you lose about 3 to 6 weeks easily. RCMP takes about 3 weeks to process, and the files will only get updated, when the physical mails are received.Application recieved 29 april 2019. Confirmation july process begins earlyseptember fingerprints given early nov original test march 23 2020 cancelled waiting waiting anxiety fristration. January 2021 find out people who applies a lot later than i did had their tests already. Finally Second finger prints second week february 2021. Online Test third week february 2021 nothing afterwards

@varlam there are lot. Just do as many as you can. There is no one source. Try YouTube. There are lot of quizzes amd nice practice. Read the Book once and do as many test ls as possible. Most questions from the mock tests, do show up on the actual test.hi, what will be the best online resource for test questions practicing?
