Wait no I'm saying I have it. You can't see letters on CAS, you have to create an account and link your application to it. What I understand from what you are saying is that you don't have it linked to your account and track your application through CAS and not your IRCC account. Once you link it you may or may not have it and it doesn't really mean anything I think. I have the letter and mine is estimated to be finished on November while those who don't have it are to be finished on October.

I have it in my account, I think you can see that they had send something in CAS. Like in my case they sent a letter in January for my wife finger print fee and I can see it in CAS.

anyway its all good. strange things happening but its good November 2019 and December 2019 files something is happening. Some receive pre arrival services as well. keep us updated when u receive COPR. you havnt lived outside your country of residence for more then 6 Months. So i think you dont require PCC as well. Great.
