furthermore surveillance is anyways increased and who is so stupid not obeying to the rules of quarantine? you are coming to canada to obey to the rules. if somebody does not do that and hopefully they will be caught then it is their own fault.
also you are providing a negative test while getting on board to the plane. then upon arrival you do another test. if that is also negative and you stay the whole time in your place and only share a bathroom with a person who is barely out and also sanitizes there is no problem if you stay in your room.

for his scenario he is avoiding contact and has a separate bedroom. It does not say he HAS TO avoid contact but it is obvious he will avoid it.
There is another point where you can argue about that is:
will not stay in group living environment that includes sharing a small apartment with OTHERS.
Others mean more than 2 people. I do not see a problem if there is only one person.

AGAIN. He did not have any problems when he asked about the shared bathroom. and also he is providing TWO negative tests prior to getting into the apartment PLUS he is sanitizing deeply. it's just 11 days sanitizing. i do not see a problem with that unless one of them has diarrhea.
the only thing where i agree with you is that it is up to the officer if the plan is SUITABLE. but you make it look like it HAS TO BE a private bathroom which it nowhere says on the website. the plan needs to be suitable and nothing else
