This seems like same agent has assigned COPR for at least 5 people months ago and did not issue them.
There is not one person who works on the file. They are multiple. The agent code you see is just of the person who has the carriage of the file.so far it seems like a pattern with the same agent.

yes you are right but i don't why he is not issuing copr then..he already generated in system..my vo is Ottawa..nowadays i can see many people are getting copr from Ottawa office..i don't know why they left us behind other people.There is not one person who works on the file. Most likely the issue is with the office where your application is at.
It is multiple people assigned to a particular Batch Job. It will include Program Assistants, Case Analysts, Senior Officers and department liaisons. If your COPR has been generated, then you really just have to wait for it to be issued.
